The Missouri State Highway Patrol recently released a report detailing the number of arrests made in north Missouri between March 25 and March 29, 2025. The report indicates that a total of 13 individuals were arrested during this period. Some of the reasons for these arrests include driving while intoxicated, drug possession, and resisting arrest.
It is important to note that, while all the individuals listed below have been reported as arrested, they may not have been physically transported to jail. Depending on the circumstances, an individual may be issued a summons, which includes a court date. When the Missouri State Highway Patrol issues a summons with a court date, it is considered an arrest, even if the individual is not physically transported to a detention center.
Emily B. Leeman, 28, of Hamilton, Missouri, was arrested on March 25, 2025, at 2:03 a.m. in Daviess County. She was charged with a Class B misdemeanor for driving while intoxicated and for failing to drive on the right half of the roadway, which resulted in a crash. She was held at the Daviess DeKalb Regional Jail on a 12-hour hold.
Kolten R. Smith, 20, of Grant City, Missouri, was arrested on March 27, 2025, at 4:40 p.m. in Nodaway County. He was charged with misdemeanor driving while suspended and improper passing. Smith was held at the Nodaway County Sheriff’s Office and later released.
Stephen C. Barrett, 64, of Wheeling, Missouri, was arrested on March 28, 2025, at 5:35 p.m. in Livingston County. He was charged with felony resisting or interfering with a felony arrest and misdemeanor assault. Barrett was held at the Caldwell County Detention Center on a 24-hour hold.
Danielle L. Sandstorm, 30, of Independence, Missouri, was arrested on March 28, 2025, at 9:19 p.m. in Clinton County. She was wanted on a felony failure to appear warrant from Johnson County, Kansas, related to an original charge of marijuana possession. Sandstorm was held at the Clinton County Sheriff’s Department with no bond.
Shae L. Bain, 21, of Trenton, Missouri, was arrested on March 28, 2025, at 10:40 p.m. in Grundy County. She was charged with misdemeanor driving while intoxicated and operating a motor vehicle without a valid license. Bain was released from the Grundy County Law Enforcement Center.
Rampaz Ramos, 53, of St. Joseph, Missouri, was arrested on March 29, 2025, at 8:46 a.m. in Buchanan County. Ramos was arrested on a felony stealing warrant issued in Buchanan County. He was held at the Buchanan County Law Enforcement Center on a 24-hour hold.
Riley D. Carter, 20, of Saint Joseph, Missouri, was arrested on March 29, 2025, at 12:16 p.m. in DeKalb County. He was charged with felony possession of a controlled substance and misdemeanor unlawful possession of drug paraphernalia. Carter was held at the Daviess DeKalb Regional Jail on a 24-hour hold.
Timothy C. Jackson, 55, of Des Moines, Iowa, was arrested on March 29, 2025, at 7:15 p.m. in Daviess County. Jackson was charged with misdemeanor driving while intoxicated, careless and imprudent driving involving a crash, and operating a vehicle without insurance. He was held at the Daviess DeKalb Regional Jail on a 12-hour hold.
Nora K. French, 27, of Columbia, Missouri, was arrested on March 25, 2025, at 11:01 a.m. in Randolph County. French was charged with felony possession of methamphetamine, felony resisting arrest, tampering with a motor vehicle in the second degree, unlawful possession of drug paraphernalia, and failure to wear a seat belt. She was held at the Randolph County Jail and was bondable.
Justin E. Goacher, 33, of Columbia, Missouri, was arrested on March 25, 2025, at 12:11 p.m. in Randolph County. Goacher was charged with felony tampering with a motor vehicle in the first degree, felony resisting arrest, felony operating a vehicle without a valid license, two counts of speeding, failure to yield to an emergency vehicle, failure to stop at a stop sign, failure to drive on the right half of the roadway, and failure to wear a safety belt. He was held at the Randolph County Jail and was bondable.
David F. Payton, 63, of Macon, Missouri, was arrested on March 26, 2025, at 10:23 a.m. in Randolph County. Payton was charged with two counts of possession of a controlled substance and driving while intoxicated due to drug use. He was held at the Randolph County Jail on a 24-hour hold.
Melchor S. Almanza, 31, of Independence, Missouri, was arrested on March 28, 2025, at 5:26 p.m. in Linn County. He was charged with felony operating a vehicle without a valid license and speeding. Almanza also had outstanding failure to appear warrants from both Carroll County and Clinton County. He was held by the Brookfield Police Department and was bondable.
Andre J. Compton, 19, of Bevier, Missouri, was arrested on March 29, 2025, at 5:23 a.m. in Macon County. Compton was charged with driving while intoxicated (first offense), being a minor visibly intoxicated, operating a vehicle without insurance, failure to drive on the right half of the roadway, and failure to wear a seat belt. He was released following his arrest.
