WalletHub released its 2025 list of tax burdens by state on Tuesday, April 1. The study compared all 50 states by analyzing how much of each state's total personal income went to property taxes, individual income taxes, and sales and excise taxes.
New York has the second-highest overall tax burden in the US, only lower than Hawaii. The Empire State also ranked first for individual income tax burden, with residents handing over 5.76% of their personal income to the state.
Property taxes in New York account for another 4.28%. Sales and excise taxes take 3.52%, making the combined burden 13.56%.
New Jersey ranked No. 6 overall, with one of the highest property tax burdens in the country at 4.67%. Income taxes added 2.87%, and sales and excise taxes made up another 2.76%, pushing the total tax burden to 10.30%.
Maryland landed just behind at No. 9, with the country's third-steepest income tax burden at 4.47%. That's combined with 2.63% in property taxes and 2.94% in sales and excise taxes — totaling 10.04%.
Connecticut wasn't far behind, ranking No. 10. Constitution State residents pay 3.96% in property taxes, 3.22% in income taxes, and 2.72% in sales and excise taxes — adding up to a 9.90% total burden.
Massachusetts, ranked No. 13, is led by its 4.05% income tax burden. Bay Staters also have a 3.48% property tax burden and 2.04% from sales and excise taxes, totalling 9.57%.
Virginia landed around the middle at No. 23, with a total burden of 8.86%. That includes 2.89% in property taxes, 3.26% in income tax, and 2.71% in sales and excise tax.
Pennsylvania was somewhat lower, ranking No. 30 overall. Residents there pay 2.63% in property taxes, 2.74% in income taxes, and 3.21% in sales and excise taxes, for a total tax burden of 8.58%.
Hawaii topped the list overall, driven by sky-high sales taxes. Alaska ranked last, with no income or sales tax and a total burden of just 4.93%.
WalletHub's findings come as many residents face growing costs of living and inflation pressures — making tax policy a key factor in decisions about where to live and work.
