ALBANY, NEW YORK, UNITED STATES, June 21, 2018 /EINPresswire.com/ -- Governor Andrew Cuomo has refused to ensure that children and adults with disabilities finally receive their equal rights, equal protections of laws and equal access to 911 emergency medical and police services. Instead, Governor Cuomo is protecting sexual predators that rape extremely vulnerable children and women.

The national attention is on children and sexual assaults, yet Gov. Cuomo still ignores our most vulnerable and allows the continuation of denying the disabled equal access to 911 medical & police services. The 911 Civil Rights Bill S4736D/A6830C would have ended decades of discrimination, would have finally provided swift emergency assistance, it would have apprehend sexual predators that have escaped justice and it would have saved countless lives.

The New York Times exposed wide-scale systemic rampant abuse and neglect through their “Abused and Used” investigative reporting series and yet the most basic step of mandated reporters being required by law to call 911 has been blocked by Cuomo. Calling 911 and swift local law enforcement involvement is critical to save lives and catch sexual predators.

Currently, there are thousands of sexual assaults of children and women with disabilities within Cuomo’s mental health agencies every year. Cuomo has directed mandated reporters to report these sex crimes to his State abuse hotline and not to 911. Only a tiny percentage of what is really going on behind closed doors is ever reported according to a very reputable report and study called “Prevalence of Violence” which claims approximately 3% of sexual assaults against the developmentally disabled will ever be reported.

The critical 911 Civil Rights Bill that Governor Cuomo directly opposed and blocked from becoming law would have dramatically reduced the sexual assault and rape crimes against children and women within his agencies. This vital legislation would have changed everything; sexual predators that are escaping justice currently would have been swiftly rounded up and apprehended, many have been caught previously. Governor Cuomo has failed to lead to protect children and women and he did everything within his power to block 911 for the disabled to protect sexual predators.

On top of these sexual assault crimes, atrocities and the wide-scale obstruction of justice, staff not calling 911 regarding medical emergencies is known to be the number one reason for what are being called “untimely” deaths. In most cases these are criminally negligent and obviously preventable deaths. It is an outrageous injustice what Cuomo has done, as so many children and women with disabilities are victims of sexual assault or rape by caregivers or dying because 911 is not called. Almost all reported sexual assault and rape cases are being kept from local police and county elected District Attorney’s by Cuomo’s abuse hotline and it is the sexual predators that are being protected from criminal prosecution, vulnerable children and women are not being protected.

The 911 Civil Rights reform bill would have gotten these sexual assault and rape crimes to the rightful authorities, the local police for criminal investigations and to the county elected District Attorney’s for criminal prosecutions. The Larry Nassar’s within Cuomo’s mental health care system that are preying on and victimizing our most vulnerable would have been finally rooted out, jailed and unable to continue to destroy vulnerable children and women’s lives. What kind of person protects sexual predators and ignores the safety of vulnerable children and women?

I must shout it from the rooftops; children and women with disabilities especially are in extreme danger and Governor Andrew Cuomo refuses to defend and protect them. Thousands of sexual assaults and rapes are occurring every year by sexual predators within Governor Cuomo’s extremely dangerous mental health care system. – Michael Carey

The New York Times Editorial Board called for critical reforms over four and a half years ago, but Governor Cuomo has ignored them and other respected civil rights and disability rights advocates. Keeping reported sexual assaults from being reported to 911 has kept the police out of the picture for Cuomo and his fraudulent Justice Center to literally cover-up almost all sexual assaults and rapes.

Governor Andrew Cuomo’s system is called “a predators dream” by one caught and jailed sexual predator and pedophile that was thankfully ensnared in a federal child porn sting. Stephen DeProspero was a state employee that worked within Cuomo’s State agency that was sexually assaulting the young disabled boy where he worked for an extended period of time. This story will sicken you, but you must read it.

Federal investigations have been requested of the US Department of Justice surrounding Governor Andrew Cuomo’s direct involvement for years in covering up thousands of sexual assaults and rapes of children and women. The main motive behind these crimes is a massive Medicaid fraud. The sexual predators that prey on our most vulnerable are very sick individuals, but those that protect and shield these criminals from prosecution are far worse and far more dangerous.
